Rules and Regulations
Advertising/Posting in the Residential Living Area
Resident Life Director must approve all materials intended to be posted in the Resident Life Area.
General Posting Guidelines:
- The Office will not approve any information that is deemed to be racist, sexist, indecent, scandalous, illegal, inciting, advertising alcohol or illegal substances, or in any way oppressive in nature.
- Any individual, group, or organization will not be allowed to leave flyers, bills, etc on cars or on the doors of the Resident Life Area.
- Flyers may be left at the Office for the residents. Items found posted that are not approved will be removed immediately.
The Office reserves the right to deny approval of, or remove any posters or notices that, in their judgment are offensive, inappropriate or demeaning, or could cause damage, an uncomfortable, or threatening environment for staff, employees, residents, or members of the community.
Alcohol
The College is a dry campus. Use, possession, or distribution of alcoholic beverages of any type on or off campus is prohibited. Empty Alcohol containers are not permitted in the Residential Living area. These include, but are not limited to: bottles of any kind, cans of any kind, shot glasses, bongs, empty multi-serving containers, etc. Residents in rooms where alcohol or other drugs are being used will be cited for the violation. Any violation of this policy on or off campus can result in probation. A student found responsible for two violations of the alcohol policy may be evicted from campus housing. The resident will also be referred to the College Wellness Center for violation of Student Code of Conduct.
Assault
Physical or verbal assault, sexual harassment, hazing, threats, intimidation, coercion, or any other behavior which threatens or endangers the health or safety of any member of the College community or any other person while on College premises, at College activities, or on premises over which the College has supervisory responsibility pursuant to state statute or local ordinance is prohibited.
Bicycles
Bicycles must be stored in outside bicycle racks located outside Abby Apartments, Nisson Towers, and the Resident Life Building. A resident may, with their roommate’s approval, store his/her bicycle in his/her room, provided the resident takes extra care when transporting the bicycle in and out. Bicycles may not be chained to any railing of a walkway in Single or Family Student Housing.
Candles
No open flames (candles, kerosene lamps, etc.) or any incendiary devices will be permitted in on-campus housing. This is also against Utah State law. Smoking and the burning of incense is not allowed in any residence room or public area. No candles are permitted in on-campus housing.
Discrimination and Sexual Harassment
Students have a right to be free from illegal discrimination and sexual harassment. College policy prohibits discrimination, harassment or prejudicial treatment of a student because of his/her race, color, religion, national origin, sex, sexual orientation, age, or status as an individual with a disability, as a disabled person.
Dishonesty
Furnishing false or misleading information to any College official is not appropriate in the Residential Living community. Your RM and RA are College officials.
Drugs
Use, possession, or distribution of any narcotic or other controlled substance is in violation of DSC Student Code of Conduct, and Resident Life Policy. If a resident is caught or cited on or off campus for use, possession, or distribution of any narcotic or other controlled substance, the resident may be evicted from on-campus housing and will have 72 hours to move out. If you are evicted there will be no refund of rent or deposit. The resident will also be referred to the College Wellness Center.
Firearms or Weapons
Possession or use on College premises of any firearm, hunting bow, knives other than small pocket knives, or any dangerous weapon, incendiary device, explosive or chemical is prohibited. If these items are found in your room you will be asked once to remove them. Individuals authorized and licensed by the state (e.g. Police Officers) may bring firearms onto college property
Gambling
Gambling in any form is prohibited in the halls. Gambling shall be defined as the playing of games of skill or chance during which money is publicly visible and/or changes hands.
Lewdness
Lewdness, indecent behavior, public nudity, or public exposure of any kind by residents or guests are prohibited in or around the Resident Life Area. The displaying of pornographic material in the rooms/windows is also prohibited.
Loss/Damage
The College assumes no responsibility for loss or damages from fire, theft, or other causes to clothing, valuables, or other personal property, including money. Residents are encouraged to obtain from their insurance agent a renter’s policy to cover the aforementioned losses.
Personal Property
Residents shall remove all personal property from the Room and Resident Life premises on or before the last date of the agreement. Any personal property belonging to residents remaining in the room or Resident Life premises after the last date of the agreement shall be deemed abandoned by the resident. Such remaining property, shall after 10 days of termination will be disposed of in a manner as seen fit by the College at Resident’s expense. The College may at any time enter the room and remove any personal property of resident which creates a nuisance, is hazardous, or is otherwise prohibited by this Agreement or College policies.
Pets
Residents are prohibited from having animals or pets of any type in the Resident Life facilities, if there is any case of a pet being kept in the resident’s room, the pet will be removed immediately and the resident will be charged for cleaning and sanitizing the room. Exception: fishes in fish bowls no larger than 5 gallons.
Quiet Hours
Quiet hours begin at 10:00 p.m. when sounds-including stereos, TVs, and voices-must be at a volume low enough to be inaudible in adjoining rooms or floors. Please be courteous to the other residents, especially during Finals Week. A common rule “If you can hear noise outside your room, it is too loud”. Quiet hours are in effect from 10 pm to 10 am
Sunday through Thursday, and from 11 pm to 10 am Friday and
Saturday. During finals week, on campus housing will enjoy 24
hour quiet hours.
To ensure a quality experience for all residents, Resident Life observes Courtesy Hours 24 hours a day, supplemented by Quiet Hours. Good neighbors respect the rights and privileges of others. Residents agree to refrain at all times from creating loud noises and other disturbances that may adversely affect other residents. Any impacted resident is empowered to request that another resident lower an affecting noise level at any time.
Room Entry — Student Room Entry by College Personnel
The right to privacy is of paramount importance and should not be violated. However, the entry into the living quarters of a student may be conducted by the following people for the purposes and under the procedures detailed below:
- By Civil Law Enforcement Officers in the performance of statutory duties and in accordance with legally defined procedures.
- By RMs or RAs when leaving notices, memo’s, etc.
- By authorized College personnel conducting regularly scheduled inspections of health, safety equipment, and standards. To ensure that health, fire, and safety regulations are maintained. Make improvements and repairs, and provide routine maintenance services.
- By authorized College personnel when there is reasonable cause to believe a student’s health or well-being is in jeopardy or there has been a violation of College regulations, federal, state, or local laws or ordinances. In emergency and/or extraordinary situations to protect the health and welfare of students or to make emergency repairs to prevent damages to the property of the student and the College.
- By authorized College personnel when a violation of Student Conduct Codes, College, or Resident Life policies occurs. Observed alleged contraband will be confiscated, and/or alleged violations of College/Resident Life policies, rules, or regulations will be referred to the proper College official for follow-up action.
In all instances, such entry shall be made only for the purposes set forth above.
Property
Unauthorized or improper use of any College property, equipment, facilities, or resources, including unauthorized entry into any College room, building, or premises is prohibited.
Renter's Insurance
The College and the Office do not provide insurance for damage to or theft/fire of your personal property. We recommend that you purchase renter’s insurance or verify coverage by an applicable homeowner’s policy.
Roof
Climbing on the roof of any campus building is prohibited. If you throw any object onto the roof, such as a football, baseball, Frisbee, etc, and would like to have it back, please notify the Office and they will call maintenance to come and retrieve the item for you. Do not try and retrieve the item yourself. The throwing of your trash on the roof is subject to fines and disciplinary action.
Sales and Solicitation
Solicitation and Selling of Items
- Any Residential Living system-wide solicitation not accomplished through the U.S. Mail is prohibited.
- Commercial business and/or private endeavors may not advertise or sell in Residential Living facilities, e.g., Avon, Mary Kay Cosmetics, etc. Residents who are sales personnel for such commercial businesses may only sell an item to residents who approach the salesperson on an individual basis.
- No individual(s) (Resident Life Resident(s) included) may advertise or sell any item on a business level, nor set up a business or private endeavor which markets the same item(s) consistently which exploits the environment or its community members. Residence hall phone numbers may not be given out as contact information to business or private endeavors.
- Residents may sell a personal item by advertising on specific boards (Resident Life Lounge board) only after they have received approval and direction from the Director.
- Door-to-door solicitation is not accepted. Report solicitors directly to your RM, or RA.
Sports
Sports are not permitted in on-campus housing. This includes: throwing balls, water balloons, dart boards, barbells, and pellet and bb guns.
Subletting
At no time will the resident be allowed to sublet their room or for any period of time. Violation of this is cause for Theft of Services citation.
Tobacco and Tobacco Products
No resident or guest will be allowed to smoke in or around any Residence Hall or Apartment. In accordance with Utah’s clean air act, there is no smoking allowed within 25 feet of doors, windows, or enclosed areas, such as overhangs or breeze ways of any state building. In addition, because this is a residential area, the College has made the entire complex including the grass, sidewalks and surrounding area a non-smoking area. Smoking benches have been provided on both the North and South side of the Resident Life parking lot. Any smoking done around the Resident Life Area or on campus apartments other than the benches is prohibited.
Visitation
Limited Visitation Program – Students in Single Student Housing may have guests over between the hours of 10 am and 12 am Sunday through Thursday, 10 am and 1 am Friday and Saturday (1 am Saturday and Sunday mornings).
Walkways
Walkways must be kept clear at all times. Playing sports or games such as frisbee, golf, soccer, field hockey, in-line skating, bicycling or skateboarding is prohibited. Because of fire codes, you cannot store or keep anything in the walkways such as bicycles, chairs, couches, etc.
Windows
Do not attach anything to your windows, inside or out. You are responsible for your windows, if any windows in your room become broken, you will be charged for the repair/replacement of the windows.
